ESTABLISHMENT OF THE PRIME MINISTER'S WORKING GROUP ON REVIEWING, ADMINISTRATION, GUIDELINES FOR REMOVAL of DIFFICULTIES AND OBSTACLES IN THE IMPLEMENTATION OF REAL ESTATE PROJECTS IN HO CHI MINH CITY, HANOI CITY AND OTHER PROVINCES (Decision No.1435/QD-TTg on 17th Dec. 2022)

On November 17, 2022, the Prime Minister decided to establish the Prime Minister's Working Group (hereinafter referred to as the Working Group) to review, urge and guide the removal of difficulties and obstacles in implementing real estate projects for localities and enterprises in Hanoi, Ho Chi Minh City and a number of provinces and centrally run cities; The working group consists of the following members:
Mr. Nguyen Thanh Nghi, Minister of Construction, Team Leader.
Mr. Dao Minh Tu, Deputy Governor of the State Bank of Vietnam, Deputy Head.
Mr. Nguyen Van Sinh, Deputy Minister of Construction, Deputy Head.
Mr. Luong Tam Quang, Deputy Minister of Public Security, Member.
Mr. Nguyen Cao Luc, Vice Chairman of Government Office, Member.
Mr. Nguyen Duc Chi, Deputy Minister of Finance, Member.
Mr. Le Minh Ngan, Deputy Minister of Natural Resources and Environment, Member.
Ms. Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment, Member.
Tasks of the Working Group: a) Review, urge and guide to remove difficulties and obstacles in implementing real estate projects for localities and enterprises in Hanoi, Ho Chi Minh City and some provinces, central cities. b) Summarize and report to the Prime Minister for direction to solve and remove difficulties and problems related to the implementation of real estate projects with contents falling under the Prime Minister's authority. c) Summarize and advise the Prime Minister to report to competent authorities to solve and remove difficulties and problems related to the implementation of real estate projects for contents beyond the competence of the Prime Minister. d) Urging, examining and synthesizing the settlement and removal of difficulties and problems related to the implementation of real estate projects under the jurisdiction of ministries, branches and localities. e) Advise and recommend competent authorities to amend, supplement and complete relevant mechanisms, policies and laws. f) Perform other related tasks as assigned and directed by the Prime Minister.
Powers of the Working Group: a) Request relevant ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and centrally-run cities and businesses to report and provide information, documents and data related to real estate projects that are being implemented but have difficulties and obstacles in terms of legal procedures as reported by localities; propose solutions to solve and remove difficulties and problems related to the implementation of real estate projects. b) Invite leaders of central agencies and People's Committees of relevant provinces and centrally-run cities or organizations and experts to coordinate and consult.
